31st July, 2024 - The UN WFP-led Pacific Emergency Telecommunication Cluster (ETC) in partnership with Department of Communication, Ministry of MEIDECC conducted a workshop based on the Analysis of Organizational Training Needs. The workshop was organized by the ETC Pacific representatives Mr. Alexander Thomas (Head of TEC and ETC Pacific Coordinator WFP) and Mr. Wayne Ffoulkes (WFP-led Pacific ETC Training Development Officer).


This workshop continues to reflect on the commitment of the ETC Pacific in supporting and strengthening of the ICT capacity of the Pacific National Government Agencies, regulatory bodies as well as partners from the humanitarian sector in preparing and responding to emergencies through the utilization of effective communication systems and networks.

PUBLIC ANNOUNCEMENT

This is a Public Announcement from the Department of Communication, Ministry of MEIDECC, for the whole of Tonga.

The Department of Communication will be conducting a TESTING EXERCISE of the National Early Warning Systems on Friday 26th of July 2024 at 12:15pm for Tongatapu, Éua, Haápai, Vavaú, and Niua Toputapu. A clear message will be indicating that “THIS IS A TEST” which will be played from both the SIRENS and Remote Activated Receiver (RAR) Radio. This TESTING EXERCISE will be conducted monthly, every last Friday, until further notice.

Nukuálofa, Tonga - 19th July 2024

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change (MEIDECC) under the authority of the Minister responsible for Communications has announced the granting of a provisional temporary permit to Starlink by declaration to operate in the Kingdom of Tonga, through Section 29 of the Communication Act 2015 CAP (15.01).

The temporary permit issued to Starlink includes several conditions aimed at ensuring compliance with government regulations and aiding to the disruption of domestic cable to Vava'u and Ha'apai Islands.

Among these conditions are:

  1. Duration: The license granted to Starlink is valid for a period of 6 months.
  2. Tax Obligations: Starlink must fulfill all regulated tax obligations set forth by the government.
  3. Data Order Compliance: The company is required to provide details of the terminals as mandated by regulations.
  4. Sales and Reseller Model: Starlink is permitted to sell directly to the public while also considering a reseller model in collaboration with all of the existing local operators.
  5. Local Payment Methods: The company is expected to facilitate local payment methods for businesses in Tonga.
This temporary permit follows recent events where the government instructed Starlink to cease its services in Tonga due to illegal use of satellite terminals and disruptions caused by the undersea fibre cable outage to Vava’u and Ha’apai Islands since June 29th. The issuance of this permit aims to address public concerns while ensuring that operations are conducted in accordance with regulatory requirements, resorting to the connectivity outages in the outerislands, while the application for a full license is finalising.
 
The Government of Tonga commends the Starlink team for a fruitful and collaborate approach during the evaluation process and wishes Starlink Pacific Islands LLC the best in building a business that continues to benefit all citizens and residents of Tonga.

This is a public notice to all residents of the country, that the only domestic submarine cable to Vava'u and Ha'apai Islands are currently offline. 

 

This submarine cable's unavailability restricted local operators from providing communication services for Vava'u and Ha'apai at their full capacity. Services backhaul has been switched to satellite with limited capacity. 

 

The causes of the the disruption to the cable is still unknown and its now under investigation, by the Ministry and the operator of Tonga's submarine cable, Tonga Cable Limited.

Japan International Cooperation Agency (JICA) President, TANAKA Akihiko announced a message for the upcoming Pacific Islands Leaders Meeting 2024 (PALM10) to be held on July 16-18 in Tokyo, Japan. The PALM is a summit meeting held every three years since 1997 to contribute to regional stability and prosperity and to strengthen the partnership between Pacific Island countries and Japan. Prime Minister Hon. Hu’akavameiliku will attend the meeting. JICA wishes the PALM10 a success and will continue to contribute to the development of Pacific Island countries.

Sharing the Blue Pacific Continent: JICA’s enduring commitment from the past to the future

Japan has strong ties with the people of the Pacific Island Countries (PICs), through our shared history and cultural commonalities. We are all island nations and our livelihoods are closely interlinked with the Pacific Ocean.

Respecting the Pacific Way

We at JICA have deep admiration for the ‘Pacific Way’ mentioned by Prime Minister Mara at the UN General Assembly in 1970: respecting the region’s rich and traditional cultures; its value on the cohesion and solidarity of communities; and creating unity based on cooperation among island nations. We also appreciate the PICs’ shared aspiration to decide regional matters peacefully through respectful, consultative, and inclusive discussions. That has contributed to building resilience in the region. These locally imbedded practices are well regarded as the original development model in the Pacific Way.

 

The 2050 Strategy and the Kuranari Doctrine

Japan has been closely working with PICs for their nation building since the 1970s. In 1987, then-Japanese Foreign Minister Tadashi Kuranari declared five principles of Japan’s cooperation with the Pacific that would later be recognized as the Kuranari Doctrine: (i) respect for independence and autonomy; (ii) support for existing arrangements for regional cooperation; (iii) assistance in preserving political stability; (iv) the provision of assistance to make the region more prosperous; and (v) the promotion of people-to-people exchanges.

The “2050 Strategy for the Blue Pacific Continent”, the PICs’ first long-term development strategy issued in 2022, sets the principles that all partners must adhere to.

Yet, the principles outlined in this strategy are not new to Japan, as they share common values with the Kuranari doctrine. Thus, our respect and engagement with PICs will remain steadfast and unwavering. 

Kizuna – nurturing mutual trust

Based on these principles, JICA has supported various development initiatives and projects in the region for the improvement of health and education, and, more recently, for environmental protection and climate change adaptation. Our long history of people-to-people cooperation in the region has generated solid results in its development, alongside forging mutual understanding and ‘Kizuna’ (bonds) between people in the Pacific Islands and Japan.

People-to-people connection

Our cooperation in the Pacific region started with the initial dispatch of volunteers to Samoa in 1972. Since then, nearly 5,000 Japanese volunteers have lived and worked in the region. They have shared their knowledge and expertise with people in various fields and workplaces; in turn, they have learned the deep-seated values of the region. These volunteers have strong and enduring attachments to their respective Pacific communities and countries.

Furthermore, many officials from government and public organizations of the PICs have come to Japan for JICA’s knowledge-sharing and training courses, including scholarship programs. We are delighted that graduates of these programs are now playing key roles in their respective governments and are actively contributing to their national development.

In Tonga, JICA has been implementing various projects such as the Fua'amotu Airport, Vava'u & Eua High School, Tongatapu Main Road, MV 'Otuanga'ofa, Vaiola Hospital, solar and wind power generation, domestic wharfs, and a nationwide warning system. JICA volunteers and technical experts have been working with the Tongan people for many years in various areas of nation building such as education, health, agriculture & fisheries, infrastructure, environment, and disaster risk reduction.

Beyond traditional security: commitment to human security

Recently, in the midst of a changing geopolitical environment, much of the world’s attention in the Pacific focuses on conventional security challenges. However, as stipulated in the 2050 Strategy, the definition of security must adapt to encompass a more inclusive approach to security issues including human, economic, environmental, and cyber securities as well as resilience to disasters and climate change. This concept is compatible to the Japan’s ODA guiding principle and JICA’s mission of human security. Human security is a state in which people, as individuals, are free from fear and want and can live with dignity. JICA has supported our partner countries to ensure human security, which is threatened by various sources of complex global challenges. Based on such shared concepts of human security, we are committed to work with the PICs for development in the region.

Shared pride and shared voice – we, islanders

Islanders of the Pacific, including the people of Japan, have historically experienced the vulnerabilities that island life can present. However, we all have also overcome those difficulties courageously by living with the ocean. Based on the challenges we have jointly faced as island nations, JICA will fully utilize our knowledge of the Pacific context to engage in the 2050 Strategy for further development of the Kingdom of Tonga and the region. Always keeping JICA‘s vision of ‘Leading the World with Trust’ in mind, JICA will be a trusted partner of the people of Tonga/the Pacific in working together in the Pacific way, for its betterment of people’s life, human security, and sustainable nature. The Department of Communications under the Ministry of MEIDECC in the Kingdom of Tonga is pleased to announce the commencement of a significant workshop with a primary emphasis on spectrum management. The workshop, inaugurated by the Minister for MEIDECC, aims to address critical issues related to spectrum management to and enhance the overall ICT landscape in the country.

Supported by the United States Agency for International Development Digital Connectivity and Cybersecurity Partnership – Pacific (USAID DCCP), this workshop serves as a pivotal platform for assessing the status of spectrum management in Tonga. It will delve into evaluating existing resources, identifying challenges, and formulating effective solutions to bolster spectrum management practices in the nation.

In addition to spectrum management, the workshop will encompass discussions on various other crucial topics such as cyber hygiene, digital literacy skills, and digital transformation. These areas are vital for advancing technological capabilities and ensuring sustainable growth in the digital domain.

Commenting on the significance of this workshop, Mr. Sione Pulotu ‘Akauola, CEO of the Ministry of MEIDECC’s Department of Communications sated: “This workshop marks a crucial step towards enhancing our ICT infrastructure and capabilities. By focusing on spectrum management and other key areas like cyber hygiene and digital literacy, we are poised to address current challenges and propel Tonga towards a more digitally inclusive future.”

The Charge d’affaires, Mr Bradley Coley of the U.S Embassy in Tonga, and the USAID General Development Officer highlighted the importance of United States commitment in Tonga to improving digital access and connectivity, strengthening efficient delivery and use of digital services, ensuring cybersecurity across critical infrastructures and supporting digital skills in Tonga. USAID continues to support Tonga in other sectors such as climate change, disaster response and preparedness, environment, project governance, health and other cross-cutting initiatives.

Ms. Anju Mangal highlighted the importance of collaboration in enhancing ICT capacities globally, remarking, “USAID DCCP is proud to partner with Tonga in this endeavor. Effective spectrum management is vital for enabling meaningful connectivity and innovation. We are confident that through joint efforts and knowledge sharing including cybersecurity, digital connectivity, digital transformation, we can contribute to Tonga’s efforts in accelerating digital economy in Tonga.”

Ministry of MEIDECC Hosts Workshop on Infrastructure Sharing, Universal Service Obligation, and Smart Island Project, with ITU and UNOPS with support from Joint SDG Fund.

 

Nuku’alofa, Tonga - May 17th , 2024 - The Ministry of MEIDECC (Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change) successfully conducted a two-day workshop on Infrastructure Sharing, Universal Service Obligation, and the Smart Island Project on May 16-17, 2024. The workshop aimed to address crucial aspects of telecommunications development and connectivity in Tonga.

This workshop was made possible through a study commissioned organized by ITU and UNOPS funded by Joint SDG Fund. The objective of the study was to explore opportunities for infrastructure sharing and the implementation of a Universal Service Obligation (USO) in our beloved country. The findings from this study were presented during the workshop by Mr. Ashish Narayan from ITU, along with UNOPS representatives Mr. Vivek Anand and Mr. Scott Milehane, ITU expert.

The Smart Island Project is another initiative managed and funded by Joint SDG Fund for a selected unserved community in our nation. This project aims to leverage technology to improve access to essential services such as healthcare, education, and financial services, among others. It is an exciting opportunity for us to learn from global best practices and adapt them to our unique context.

In response to the successful workshop, CEO of the Ministry of MEIDECC, Mr. Sione Akauola stated: “We are thrilled with the outcomes of this workshop which shed light on critical areas such as infrastructure sharing and universal service obligation. The collaboration between international organizations like ITU and UNOPS has been instrumental in driving positive change in our telecommunications sector. We’re at the midst of enabling local operators to extend suitable and affordable connectivity to the islands that are totally unconnected to at least get them connected with their families and relatives away, and then to also provide to key needs and services to make use of it like education, agricultural, tourism, and health basic services”.

Key participants in this workshop included local telecom operators, government ministries and agencies, private sectors, financial institutions, tertiary education providers, and donor partners. Their active engagement ensured a productive exchange of ideas and knowledge that will contribute significantly to the advancement of our ICT sector.

The Ministry of MEIDECC looks forward to implementing the knowledge gained from this workshop to further enhance telecommunications infrastructure in Tonga and ensure that all communities have access to essential services.
